Yes.....and I heard they were trying to do this because some folks go on to human abuse after they have practiced on animals, so yeah it's a good idea.

We should add child abusers & women / man beater's also.
Simply because someone that would beat their dog is probably running on a hair trigger anyways & is likely to beat their kid or wife / husband.

But honestly, it won't be too long before you can access someone's public arrest record online instantly for free.
All that stuff is available at your local courthouse for free today.
You just have to do some leg work.

IMHO All animals. Abuse is abuse. Just as those boys in Rankin that tortured the deer, I believe on school grounds. There is a big difference between hunting and abusing. This alpaca was tortured and beaten. That was senseless.
